Wholesale prices for cocaine are extremely low across much of Europe, prompting drug smugglers to attempt to manipulate the market.
In December, authorities in southwest Spain discovered two shipping containers buried underground on a farm, containing seven metric tons of cocaine with an estimated street value of 420 million euros.
The cocaine was found after civil guard officials followed a boat carrying large packages up the Guadalquivir River to the farm, which was protected by armed guards.
