California has set a target for San Francisco to build 82,000 new housing units in the next five years.
The city is currently behind schedule in meeting this demand, despite new zoning laws expected to help reach the target.
Large projects like Parkmerced have been stalled for years, with the San Francisco Board of Supervisors approving the project back in 2011.
"Of course, they've made promises, but they also ruined the neighborhood,"
said Mohammed Husseini, a longtime resident of Parkmerced, who has lived there for over 30 years, along with his brother.
Parkmerced is a significant example of delayed development, with its planning spanning 14 years.
