Cambridgeshire County Council is facing a £40.3million budget gap for next year, with officers warning that savings need to be found to bridge the gap.
A meeting on October 23 was told that the authority will need to find savings or further income to address the issue, which has been exacerbated by a £12.3million overspend on this year's budget.
The council's current "significant overspend" is expected to have an "unsustainable impact on the council's reserves".
Officers said there had been a "substantial widening" of the forecast budget gap since the start of the financial year.
A report by the county council cited "significant increased costs" resulting from the end of the pooled learning disability budget with the NHS as one of the reasons behind the gap.
