ICE is seeking office space and food services, signaling a potential expansion of its presence in Baltimore and other Maryland areas. Public records reviewed by WYPR and federal procurement specialists reveal this development.
At the end of October, ICE and the Department of Homeland Security announced two contracts requesting proposals for “administrative office space in support of law enforcement operations” located in Baltimore and Hyattsville, Maryland. The Baltimore office is planned to be between 11,500 and 18,500 square feet, while the Hyattsville site will measure between 3,750 and 5,000 square feet.
“ICE is definitely on the footprint of those contracts, and it is a fair amount of space,” said Dan Meyer, a partner at Tully Rinckey specializing in federal employment. “I was kind of doing some back of the napkin calculations [for the Baltimore location]. That's anywhere from 60 to 100 special agents. That's a lot of space.”
This move corresponds with similar solicitations made by the General Services Administration (GSA), which manages the procurement of government office spaces. In September, the GSA's Public Buildings Service sought “as-is, fully-finished and furnished office space in support of administrative operations for law enforcement” across 19 cities nationwide.
Each lease in the GSA solicitation typically covers workspace for 70 people and includes a notably short submission period of one week for bids.
The contract proposals suggest a significant forthcoming expansion of ICE’s operational capacity in Maryland, particularly in Baltimore, by securing substantial office space potentially accommodating up to 100 special agents.
