Ability Adjustments

Ion Shield:
- Blue: HP regeneration per second increased from 50 to 75.
- Purple: HP regeneration per second increased from 100 to 150.

- Purple: Continuous charged Collision Damage boost increased from 8% to 12% when consuming extra energy.
